How to use Language Patch?

I downloaded Love-Hina off of rombomb.com, and the english translation patch here. I apologize for seeming a bit stupid, but how do you make the two work?

I've tried it for a bit, but it doesn't translate. Everything is still in japanese.

Being a bit slow, I was wondering if I could get some help with this. Please be clear, or else I won't be able to understand.
